I would think that if both shared the same title - "Manager" (the modifier
is irrelevant) - they would be on equal rungs on the corporate ladder. Both
should ideally report to a Director. The Director keeps things running
smooth between doc and dev, while the doc and dev managers keep their teams
running smooth under the director's, um, direction.
I've always disliked the idea of having one manager report to another, at
least manager to manager - manager to senior manager makes sense. By having
managers report to each other, you not only add confusion to the "rank" of
manager, but you also create tension among those in that manager level.
Just my half-awake thoughts on this. :)
