We can talk about how it should work until we're blue in the face, but few things in the real world always turn out the way they should.

I don't even buy the idea that the title is important when you go
job-hunting. No matter what your job-title, your resume should show what
you did at each job anyway. If you include "set production schedule for
documentation" and "supervised other writers," for example, it's obvious
that you are experienced in the field even if your title wasn't Senior
Technical Writer.
