The question is, does Meg have access to a Web server, or is she
trying to do this without one. Without one would be somewhat
less efficient and more challenging.

I should have mentioned the fact that these pages are on
standalone computers that are cut off from any network. They are
mostly Suns and HPs with a sprinkling of PCs and Macs. I'm using
my trusty Word Pad to edit and Netscape or IE to display. No
servers. And I need to implement something *very*
straightforward because the developers who will be maintaining
this know alot about topics such as flight mechanics, autopilots
and modeling such things, but not a thing about web page design.
I hope this makes the situation clearer. Thanks for your
thoughts.
