HomeSite offers a similar feature called Snippets. You can even setup your
own pairs of tags, highlight the text, and insert the tags around the text.

You can do this in Dreamweaver quite easily using "library items". DW
library items are simply separate blocks of HTML that can be included in
other HTML files.
