By using the OCR (Optical Character Reader) and saving the document to a
WP (Word Processor of some kind) your dad can make a good looking
document when he makes a PDF of the text. He can edit the text and
select the font, and make links, if needed.
Scanned pages may be hard to read. I've noticed strange imperfections in
scanning text to a bitmap image, even when I have a really good original
to scan from. The results may also be a large file, since the images
will be pictures, not text.
Another reason for using the text instead of the image as the source for
the PDF, is that the user of the document will be able to use the search
tools in their Acrobat Reader to look for specific items in the text.
