While I agree that it makes things easier to understand/look up if there is a
familiar title, numbering is not useless. I use it all the time. Saying "2.3.
Using the Interface" is better than "Using the Interface" in that it tells me
where in the book and chapter the section is located. I can see wanting to
refer to chapter and subsection rather than page number because as the writer
revises, the page numbers are more likely to change more frequently (and need
updating) than the chapter/subsection. Yes, both are subject to some change,
but page numbers are more likely.

I find using numbering combined with a desriptive title the best solution so
far and my audience (mostly gov/mil workers) have responded favorably.
