re: I fail to see how say "2.3. Using the Interface" is better than simply
writing "Using the Interface".
When dealing with the Military one encounters the Unsatisfactory Report (UR)
system, whereby users submit feedback in writing on systems, equipment, and,
yes, manuals that don't work as expected. Paragraph numbering is pretty
much required in order that those providing feedback can easily refer to the
area of the manual where the problem occurs. The numbering is surely also
used in other forms of communication, including training.
While I too subscribe to the "less is more" philosophy, I think when
numbering is expected it really isn't clutter.
