Stage 1: ID - is manual or web page appropriate for content, audience and
use?

Stage 2: ID - in addition, which info fits and which doesn't. What types
should be avoided at time of collection or catalogued into a reserve for
later use?

Stage 3: ID - I guess you kinda put everything under those umbrellas... very
high level... though forgot development organization (working file/folder
structures and such)

Stage 4: ID - also, Format, plan for reuse. Plan for future use.

Stage 5: ID - also, what to include and where, revisiting of 1-4 as
appropriate.

Stage 6: ID - review of 1-5...

Stage 7: ID - how? when? to whom?

But to jump on the Andrew Plato bandwagon for a moment, none of this should
interfere with getting it done and getting accurate info to the people who
need it.
