Does anyone have or know of an 'official?' definition of what release notes
are or what they should contain?
I'm asking 'cos I have a project manager insisting that I must include
details of new functionality which doesn't exist and isn't likely to for a
while. I think that this should be a marketing document.

If a particular functionality was promised by marketing, hyped by sales, and heavily promoted by senior management, yes, the release note would be a very good place to detail the functionality and state, categorically, that it is not present.
I have seen this in another company I worked for and it was the only face-saving way the company could dig itself out of their own hole.
It was a matter of insert both feet in your mouth, draw a .45 and shoot your self in the head (thereby ensuring that you shot both feet).
