We'd like it to be more Web-usable, not just a book online. The product
itself is Web-based, and we'd like the docs to be, too. PDF would be cheaper
yet, I agree with you on that. We think the Web site will be more usable
than a PDF. We want it to be usable online, and PDFs are not really that way
-- most people end up just printing them out at their cost.

We will no longer have to maintain changes in Frame; all changes will be
made in the Web site. No multiple sources. No use for a hard-copy book at
all. We don't/won't have such contracts.

I am sure there are many issues you did not mention, but why not use
PDF?...And despite what your management is saying, at some point they will
have a contract that requires hard copy of the workbook and you do NOT want
to go from DreamWeaver to hard copy.
