In general, both, or perhaps neither. I voted for the
last option. I don't think there can be a blanket
"rule" about this in the generic sense. Isn't this why
we use style guides? Or common sense? What are they
writing? For whom, and for what purpose? Such a lack
of context forces us to impose our own perspecives,
thus negating the point of the poll...
