HTML Help 2 will be XML based. You can do this today, by using a data island in the .htm source files for HTML Help. The content would need to be encoded as XML records. These records are included in the HTML files by the data island, so HTML controls the presentation. There is no need to convert the XML markup into HTML markup using this system.
I use this technique, so that I can use text variables in my HTML source documents.
