There's some info in STC's latest issue:

--------------------
Capturing Feedback: Building a Tighter Net
By Kevin Shoesmith, Canada West Coast Chapter
Shoesmith describes how to use Microsoft FrontPage and Access to build a
system for organizing and retrieving feedback from reviewers. The article is
intended for those with some experience with Web and database design.

This article is part of Intercom's special issue on software.

Note: The complete article can be seen in the September/October 2001 issue
of Intercom, the magazine of STC. Subscriptions to Intercom are available
only as a benefit of STC membership.

Any chance you can have a web-based data entry form that replicates the Word
template in structure? People wouldn't have to deal with styles or
formatting, but could just type data in at prompts to complete forms. These
forms could be saved to a database or XML files, then you could use them to
create your docs.
