Perhaps a liberal arts major who has some relevant experience might be a viable candidate, but the original question was about tech comm programs so we are talking about entry level writers.

If they're smart, they're looking for a person who can do the job
well. Maybe that's a liberal arts major who tinkers with computers as
a hobby. Maybe that's a tech comm major who reads poetry for fun and
enlightenment.
The people doing the hiring may have their biases, but that cuts both
ways.
