You're right; that's unnecessarily cruel. At least yourr boss realized that. I've never been through a layoff (gotta love that gubbmint job), but I know of one large nearby company that announced the layoffs first thing in the morning. People who still had jobs were instructed to go home for the day, and those who were being laid off were kept there to do whatever you have to do when you get laid off.. paperwork, etc. I'm not sure if it's a better way, but at least no one was kept in limbo, and the people who were leaving didn't have to face the people who were staying (of course, they didn't get a chance to say goodbye either, but I don't know if that's generally an option anyway).

This is very nerve-wracking, to say the least. This time around, my
team's boss was very humane - he let everybody who would be laid off know
immediately, then he set up appointments throughout the morning to
discuss severance. I thought this was much more sensible, because it
didn't needlessly prolong the agony of not knowing whether we each still
had a job or not.
