I suspect it's more in line with Janice's comment that "fairest" means "easiest on them." It's human nature to want to complete a difficult task in the easiest way possible. Trying to think of it as "fair" will only result in more frustration, IMHO, since one can probably think of dozens of people who should have been laid off but weren't, and vice versa.
