Our new manager wants to somehow get a handle on this.
I'm wondering if anyone has used specific software
programs that track code changes-

A simple fast and effective way is to implement a Change system that is
subject to Change Request Documents.
However, without Development support such a system is worthless. Development
managers & the Leads have to ramrod the program. Be forewarned about the
gripe meter pegging out because all code-heads will hate it for about a
month.
