No, I'm agreeing with Dick's original statement that effective documentation is a balance of content and design. Ask me to choose one over the other, and you're going to hear a lot of stuttering, because I don't see how you can separate one from the other.

However, what the discussion has ignored so far is that tech-writing has all sorts of niches. I've happened to find one in which design is a selling point for my services. Andrew has found other niches in which design doesn't matter so much.
