My suggestion: Give the white paper your best effort. Then
declare it finished, hand it over to the VP and let him and his
secretaries format and tweak it until he is deliriously happy.
Meanwhile you will have moved on to another project.

When he sends it back to YOU for font and color changes, make
sure you are already immersed in developing content for the next
project.

Stay focused on creating content; let others wear themselves out
haggling over formatting.

Also: why not offer your services to the VP of Development?
