Ummm...

Actually, government workers (state and federal) are among
the most heavily unionized in the country. This is everyone
from Postal workers to teachers to the bureaucrats on Capitol
Hill. They may or may not have the right to strike (Reagan
drop-kicked the Air Traffic Controllers Union) but they most
certainly can belong to a union.
