Hi, Katie:

To output XML from FrameMaker 5.5.x or later, choose File > Save As > XML. You can tune the mapping of FM paragraphs and other elements on the reference pages of the document.

Note: reference page mapping tables will not be present in your document, if they are not designed as part of the document template, until you save the document as HTML or XML.

In addition, you can output from FM 6.x to HTML or XML with the free WebWorks Publisher Standard Edition that's bundled with FM 6. Choose File > WebWorks Publisher to launch it, if you've installed it.

FM+SGML 5.5.x and 6.x have the same ability as FM.

I think Frame does -- or if not Frame, than Frame + SGML. There are better tools, though. I don't think Frame does a lot of work helping you validate your XML or doing anything particularly interesting or helpful.
