Well, it depends on the rhetorical situation and your rhetorical goal.
If it's your product, and you want to sell it while acknowledging the
limitations, then be positive.
If it's a user guide, maybe the negative is more forceful.
If it's a write up for your department about whether you should buy someone
else's product, use the negative.
