In fairness, the original post doesn't say eHelp copied KnowledgeBase's page, just that it LOOKS like they did. (The post doesn't even mention the underlying code, which isn't the point, at all.)
When you see the two pages, you'll understand the comment. They use exactly the same questions, identically capitalized and punctuated, and exactly the same column headings in exactly the same order.
Maybe a single individual created both pages, having changed employers in between. Maybe the same parent corporation owns both companies. Maybe the government is conducting secret web-page cloning experiments. The possible explanations are myriad.
It's hard not to wonder, though.
