Can't help with the solution, but when I was last using ForeHelp we had
(what sounds like) a similiar-to-identical problem. (I can't remember the
error number, it was a few years ago.) We got batted around between ForeHelp
and Microsoft, tried several fixit solutions (splitting the Help file up
into several smaller files helped for a while, and then the error showed up
again in one of the split files) and then we gave up and used Microsoft Help
Workshop for a while (because the company I was working for then didn't want
to give up on ForeHelp after they'd invested all that time and money in
it...) and finally moved on to RoboHelp when we got a new manager who put
her foot down and said that the company HAD to buy us a workable Help
package.
