Thanks for the advice so far.

The problem is that my users do not have Word installed on their machines
(for one reason or another), yet other people in the company keep ignoring
the company policy and continue to distribute crucial information in Word
documents (approved formats are pdf and txt).

So, my engineers want to be able to receive a Word doc and convert it to a
pdf *without* opening the Word document. They are primarily interest in
viewing the document and printing it--not revising it.
