I concur with Scott. The top rates don't seem to be going above $35 in this
market. And, I would definitely charge by the hour. It's the best way to
ensure you are paid for the extra revisions and other additions that
inevitably come up along the way. You will be asked for an estimate, though,
so make sure you work out those issues in the contract and leave yourself
room for charging additional hours for revisions or additions outside the
original scope.
