Maggie, et al,
I was placing it in the bottom right of the page. The area begins with, "In
this section," and then the toc appears below the main heading. I already
have a main TOC for the entire document on the previous page. This small
area is just a way of familiarizing the reader with the main sub-sections of
the document.

Can we ask why you need it to be in a table? What's wrong with just
generating a heading-2-only ToC in the place where you want it?
