Bryan,

We're looking into something similar ourselves. You may be looking for
Digital Rights Management software. In our case, we sell books to the
general public, so we're looking at implementing an outbound solution.

We're currently looking at RightsMarket and MightyWords. Each of them use a
"key" to unlock the PDF on a user's hard drive. As near as I can tell, it's
difficult, if not impossible, to get past the security measure (at least at
an "average user" level).

You may also want to look at Adobe's Content Server (more of a selling
solution) or Adobe Document Server (allows PDFs to be displayed page by page
in a web browser as GIF or JPG, without needing Acrobat Reader).
