Within your conditional block you can have a cross-reference to an
unconditional block.
I.e., in the conditional block you can insert a cross-reference to an
unconditional block. This works, at least in 5.5.6.
Within your unconditional block, you cannot have a reference to a
conditional block, because when you hide the condition, the unconditional
cross-reference cannot be resolved. I get around this by making those
cross-references conditional as well. For example, if the "further details"
are only available for some audiences, that cross-reference will be
conditional, in the middle of the unconditional block.
