As for "avail" - I think Maggie Secara has already given an example which
(to me) sounds much, much better - the word "use" instead of "avail":
". . .Or: Everyone who wants to use the facility must bring an ID card.
(I'm going to asssume the reader knows to bring his/herr own card, not some
random iID.)
or
If you want to use the facility, please bring your I.D. card.
Second person/present tense/active voice . . ."
