You can use the MicroSoft Help Workshop, which is available free
from the internet. It is what I have used for a few years to develop
WinHelp. I downloaded a Word template that makes it easy to
format the topics and links. This requires that you learn the "under
the hood" workings of a help file, but you also don't run into issues
with buggy tools.

You can find various tools -- free, shareware, demo versions, etc.
(including the MS Help Workshop) -- at Josef Becker's web site
