Well, "base" is an adjective or a noun, but not an adverb; hence while the
argument stated below would seem to hold some logic, it is largely specious.

"Setting a baseline" is accurate, and reads well. There are other words
available also, such as:

"Establishing a baseline. . ."
"Once the baseline is formatted and outlined. . ."
"The baseline can further influence. . ."
"The baseline figures clearly show. . ."

Once you start using it as a noun or adjective, the rest of the structure
falls into place. Depending on how many instances the word "baseline" shows
up in the manuscript, it could be a fairly extensive string search! :)
