What about the use of the infinitive form of a verb in procedure titles,In general, starting with some verb form does help to ensure that you're organizing by tasks.
e.g.:
"To Create a New Document" or "To Change the Modem Settings"
Otherwise, like most points of this nature, I don't think it really matters what standard you use, so long as you're mostly consistent.
