FrameMaker often does that when exporting as Word -- it appears to be
not responding, but in fact it is working (or perhaps thinking about
working!) and will eventually come back. Especially if it's a big file,
some people have reported just leaving it go overnight.
As a workaround, you might try using a different export method -- I've
found that selecting "RTF Japanese" in the dropdown box, instead of the
regular "Microsoft RTF", is much more reliable, both for importing and
exporting to RTF, and it doesn't have any discernable effect on the RTF
produced.
