There's an RFC describing how these terms are to be used in Internet Drafts
and RFCs:

For any document about Internet networking, I'd follow that and list it
in my references section.

For other audiences and topics, it might be completely innappropriate.

For example, Alan -dot- Miller -at- prometric -dot- com wrote:
