IMO? Money. A first-time technical writer, especially if a recent graduate,
will work for peanuts. (Or in my case, this being Scotland, turnips.) Of
course, the results could be very, very, um, you pay peanuts you get
monkeys... but then a lot of managers have the idea that documentation is an
add-on extra, unimportant, no one reads it - so hire a TW as cheap as you
can and don't worry about their lack of experience.
