The developers on my project (www.freeswan.org) recently had a long
complex discussion of several bugtracking systems, all Open Source.
Using commercial proprietary software was not considered.
They concluded that no-one had got it exactly right yet, but GNATS
was usable.
One feature they thought important was that it can be set up so developers
cannot close a bug. Only the person reporting it can do so; if he or she
is not satisfied, the issue is recorded as still open.
