Yes. MS Word doesn't allow you to specify the space you want after the
first or last entries of a list (i.e., you want more space between the list
and surrounding elements than between list items). The other occasion we
use it is for space after tables, which Word also doesn't allow for.
We have a special style for these spacing lines. Go for 30-40% the point
size of your body text.
