I do believe you have nailed it! I was just about to post saying that Andrew
ought to be played by Rene Auberjonois (spelling almost certainly
incorrect), the actor who played Constable Odo on Deep Space Nine.
But your idea is excellent. By the way, Higgins was played by John
Hillerman.
