The way I understand this problem is that it is a monstrous bug in Word 98 &
2000. I studied the article "Word's numbering explained" under the
"Numbering" tab at the site http://www.mvps.org/word/FAQs/index.html. I
think I eventually got a handle on the problem, but not before I saved my
whole doc as "text," set up my list styles properly, and reapplied styles to
the whole thing. A truly ugly solution, but I think I trust it. Other
solutions are available but this article & its associated recommended links
convinced me that a foolproof numbering solution takes that kind of effort.
A foolproof solution that is also elegant and flexible requires knowing more
VBA than I can learn without a personal trainer!

Preparing further instructions on this topic is beyond my technical writing
skills at this point on a Friday afternoon. But I was able to work it out to
my satisfaction using the above website.
