I think (and I think someone said this the last time
the subject was thrashed) that part of the mandate of
the STC conference is to give speaking experience to
people who need it. They pay for the chance to address
an audience.
So why should the audience pay to hear beginner
speakers? And why should experienced speakers also
pay?
The idealistic answer is that we're all in this
together so it's altogether fitting and proper that
we help one another out regardless of our current
level of success.
On a more practical level, I like Tom Johnson's
idea. It might make sense to try to organize the
speaker selection the way the STC organizes its
international competition: with local preliminaries.
That way the beginners still get their experience,
but not at the expense of those who paid airfare.
