I have to admit that I don't really understand the dilemma. Is it that you
don't like the tools, processes, and styles/templates? If so, I say do what
you were asked to do first, then offer a better way if you can. So make the
necessary changes first. Then worry about templates, tools, etc.
If you deliver as promised it may not make a difference at all. But if you
initially focus on changing tools, templates, and processes, some people
might misconstrue that as not doing what you were hired to do.
If the dilemma is something else, I missed it, sorry.
