Michael,
It's a liability thing. The company is liable for any directions it gives out in final, approved form. For example, in the pharma industry, we regularly submit product inserts/package inserts in "draft" form, to surpress that involuntary impulse some labelling regulators have to stamp a "investigation warranted" message on the document. the "draft" designation gives the company some wiggle room to "adjust" its marketing or mechanism of action claims. I suspect that same "wiggling" is the motivation behind labelling less-than-final protocols as "draft"--especially if there are bugs in the instructions that will P**s off a paying client.
