I s'pose you could argue that sysdoc is more
technically involved, requires a more experienced
person to do, and therefore commands a higher rate.
OTOH, a doc is a doc.
FWIW, I charge by complexity. If the deliverable is
just a PDF or finished source files, it really doesn't
matter if it's sysdoc, end user doc, or a brochure. If
it's online help, for example, that usually demands
more $, IMO.
