In the past few years, I have noticed a remarkable amount of companies (both large and small) changing from separate Documentation Groups to placing those groups under Marketing. When I worked in one very large company,they had a separate documentation group but it was clear that marketing "held the reins" on documentation content. That created some rather interesting clashes between Engineering and Marketing. I'm working in another, even larger corporation now and our group is under, guess who...Marketing. To partially answer one of your questions, here we create what is called a "Client Manual" that consists of a Marketing Overview and certain sections of a Operating or Maintenance manual that is not sensitive to internal needs, in other words, that everyone can see. The other stuff is kept in the internal documents.
