Arial 11 is awfully big for headers, and probably appears larger than the
actual body text, based on the height of the characters. (X-height, I
think. Or maybe X-Men.)

Does your footer line extend across the whole page? You can use a short
line under the header, only 2 or 3 inches long extending inwards from the
outer margin, to help define the border of the page without completely
boxing it. For symmetry, shorten the footer line to match.
