the suggestion made to me when my PC decided it couldn't find the CD-ROM after finding it the day before was to:
disconnect the CD-ROM cables
reboot the PC without the connection
shut down again and reconnect the drive
then reboot

Sadly I've done all of your suggestions and more. I think the only solution
now is either a re-install of W2K or an upgeadw to XP - hoping that the new
install will recognize the drives!
