Insert a section break (Next page) after the TOC.
Then go to the footer of the first manual page, make sure it's separated
from the previous section (the button to the right of the "Show/Hide doc
text" button in the footer toolbar).
Insert the Page number autotext, then click the "Format Page Number" button
on the footer toolbar (it's beside the "Insert number of pages" button).
In the Page Number Format dialog that opens, check the Start At box, then
enter 1.
That's it. Your TOC will use these numbers.

Folks,
I'm back on Word97 for a project and I have a question about the generated
TOC. Can I put the thing in its usual place - right after the cover, but
still have the page count start with the first manual page? In other words,
can I have Word not count the TOC pages?
I know a way to do it - just generate it after the last text page in a
separate section, then move it. But I want to do a pdf and that's extra
work.
