Try getting back into "view headers and footers" view, and in the new
toolbar that appears, look for the little "Same as Previous" icon.
That tool controls whether or not the headers/footers of subsequent pages
are based on the first page. Toggle it on and off to see the effect it has
- it's not the most intuitive thing on earth.
Even though you set up your document to "different first page," headers
and footers live in their own little world, where the rules are slightly
different.
If you are going to have different footers (but the same graphic) in page
1 and the other pages, you'll have to insert the desired graphic into the
first page footer, turn OFF the "same as previous" function starting on
page 2, and insert the graphic again. Big fun, eh?
