Haven't seen anyone mention Paint Shop Pro yet. Select Add Border from the
Image menu. It uses whatever you have set as your background color and lets
you set thickness. Could be Corel has something similar.

Dig around in the manual to see if Correll Capture lets you put borders
around the image. If it doesn't, you can use Photoshop to do a border (use
the marquee tool). If you don't have Photoshop, you can use Paint to simply
draw in the border using the line tool or rectangle tool.
